So IMHO, the ongoing test of transition of
net-centers is just failing,
or (if it was already finished) the configuration of wikis has not been
returned correctly to normal working mode, and all job queues are now full.

Note: the databases should be in "read-only
mode" but they are not
closed, edits are permitted (no message given), but we get "unknown error:
Job queue error" (with a tracker ID) when saving any edit in Meta. There
are similar issues on all Wikimedia wikis affected by the current planned
test which occured without correctly setting up the "read only mode".
