It's the last issue Tech News for the (Gregorian calendar) year. Thank you, everyone, for you translations, corrections, suggestions and requests for clarifications in 2019. This wouldn't be much of a newsletter without you. Need help translating banner message for Partial blocks deployment

Hello, The Anti-Harassment Tools team is ready to rollout partial blocks across Wikimedia wikis (except a few that have explicitly asked for more time) in January. In the meantime, we want to host a banner on 'Special:Block' that will inform people about this upcoming change.
