Hmm, translatable parts were normal text in the first newsletter, only
names were in the template.
However, I think that one of the points behind using templates is
making it easier to add/remove names, if a template is creating for
each language, one will have to go through each template again.

You can create a skeleton of the Quarto in your language, using
template-style links to each section. Look at how the current Quarto
is laid out:

Please start with a skeleton in your language, similar to that of the
first Quarto. The first sections ready for translation tomorrow.
Every major section should be ready to be translated by Christmas.

n'hésitez pas à vous promener et à traduire ce qui doit l'être.
De la même façon, il serait bon, une fois de temps en temps, quand
vous avez une minute, de cliquer sur la "page au hasard"
(http://commons.wikimedia.org/wiki/Special:Randompage) et de créer un
redirect de votre langue vers l'article sur lequel vous tombez, afin
de faire de Commons un projet véritablement international.

There are many many many meta pages awaiting translations on Commons
(http://commons.wikimedia.org), please when you have an hour ;-), do
browse through and translate things that need to be translated.
On the other hand, it'd be great if once in a while, when you have a
minute ;-) you'd click on the random page button
(http://commons.wikimedia.org/wiki/Special:Randompage) and create a
redirect in your language towards the page you end up on, so as to
allow Commons to be a truly international project.
