Ready for translation: Tech News #6 (2020)

A lot of developers are busy this week, so very slow on the technical news front. We'll see tomorrow. The existing translations will be posted on the wikis in that language. Improvements to Translation Notification extension

Greetings, As part of fixing the bug: Translation Notification Bot sending the same message multiple times to every translator <https://phabricator.wikimedia.org/T144780>, we've made several improvements to the extension, * Improved logging. * Moved bulk of the processing code into a background task. * Using the MassMessage <https://www.mediawiki.org/wiki/Extension:MassMessage> extension to send out the notification to user's talk page. For a detailed list of changes made, please go through the comments on the task. All the latest changes have been deployed on the wikis.
