Participation Support Program's name change==
In order to better comply with US tax regulations that affect the Wikimedia
Foundation, we must change the name of the "Participation Grants Program"
to "Participation Support Program" to more consistently reflect the nature
of these transactions as reimbursements rather than grants. This will allow
WMF and WMDE to continue to administer this program without imposing
additional burdensome technical requirements on recipients of these funds,
while still keeping us in compliance with US regulations. We will not be
changing this program substantially or procedurally: we are only naming it
more accurately.

==A related note from the WMF grants team regarding funding participation
in Wikimedia-organized events==
The Participation Support Program (a partnership between WMF and WMDE
distinct from the WMF Grants Program) will not fund individual
participation in "Wikimedia-organized events" (defined as events organized
by Wikimedia chapters, the WMF, or other Wikimedian groups). However, WMF
is likely to fund participation in Wikimedia-organized events when the
event organizers apply for funding through the WMF grants program.
Therefore, individuals seeking funds for participation in
Wikimedia-organized events should apply through the event organizers during
the planning stages of the event so that the organizers can budget
appropriately to cover these costs.
This note applies especially to event organizers and to individuals who may
apply for funding to participate in Wikimedia-organized events. Our hope is
that these guidelines will streamline this process for event organizers and
attendees alike and that we might avoid duplication of efforts and
excessive administrative burdens for all.

Hi all,
The RFC for the global bans
proposal<https://meta.wikimedia.org/wiki/Request_for_comment/Global_bans>needs
to be translated. It is
*not *being translated with the Translate extension, because all the
languages need to be on the same page (since it is a voting page). It is
done using the inline translation system (using {{ls}} templates), that I'm
sure many of you have encountered before. The parts that need to be
translated are the introduction and the voting options.
It would be great to have this in the biggest languages at least, and
before June 1st when the RFC opens. (Translations are of course welcome
while it is running as well, but having them ready before that would be
nice.)

Subject: [Engineering] Introducing: Designs for the Universal Language Selector
Today we are announcing the designs and interactive prototypes for the
Universal Language Selector.
Wikipedia is available in 285 languages, and MediaWiki has been
translated to almost 400 languages.
Several language-related tools are available to support the
consumption and contribution of content in different languages.
These tools allow users to type text in a language for which their
keyboard is not prepared, download appropriate web fonts to display
non-Latin scripts properly and choose the language of their user
interface.
The Universal Language Selector is a tool that will allow users to
select a language and configure its support in an easy way.
When the number of languages in a list approaches 400, ease of use
becomes both a need and a challenge.
The design process for the selector started with the analysis of user
needs and the definition of representative scenarios to support.
Then, we explored different ideas in the form of sketches and
wire-frames through different iterations.
Finally, we have created interactive prototypes to test whether our
ideas work with real users, and we want to share them with the
community.

Hello everybody,
The folks in the i18n team has made a great new tool for us to use, which
is live on Meta right now:
[[Special:TranslatorSignup<https://meta.wikimedia.org/wiki/Special:TranslatorSignup>]].
What it does is that it lets you be notified when there are new pages for
translations. You sign up on that page, specifying what languages you are
willing to translate into, how you would like to be notified (e-mail, Meta
talk page or talk page on another wiki), and how often you would like to be
notified. This will make it much easier to target people by language, so
when we have something that only needs to be translated into, say,
Romanian, only people who speak Romanian will get the notification about
that.
The thing we need for it now is to populate the database with translators,
so please *sign
up*<https://meta.wikimedia.org/wiki/Special:TranslatorSignup>and help
us test it! (Feedback is, as always, very welcome.)
This also brings me to the next part – I have put up two "new" appeals for
translations for the next fundraiser. They are not actually new, as they
were both used in the previous fundraiser, but were put up a bit late, so
they weren't very widely translated.

The triage was held on Wednesday, May 9, 16:00UTC in #mediawiki-i18n
on Freenode IRC. About 6 people participated, and about 15 lurkers
appeared in the channel. Thanks to all people that participated.
We had prepared[1] some 10 topics, and were able to cover about three.
Please find below the notes for the Meta and mediawiki.org translation
tools bug triage. The etherpad may provide additional information.
* https://bugzilla.wikedia.org/36591 -- Integration of CentralNotice
with Translate extension.
We expected a lot of support for this, and got it. We mainly tried to
get a good feel of what a Meta CentralNotice administrator does with
translations, and where the pain points are. The Localisation team
will be performing a functional analysis in the current sprint, and
document user stories for future development.
* Moving translated pages around between wikis.
Use case: Pages are translated at Meta-Wiki and have a target of
wikimediafoundation.org. There wasn't a clear consensus on if and how
this could be automated. Suggestions were made to use scary
transclusion, transwiki import, or plain copy-paste.
* New functionality for translator registration and translation
notification. Jon Harald Søby wrote an interesting post about this
today: http://lists.wikimedia.org/pipermail/translators-l/2012-May/002011.html.
This all resulted in the following new issues reported:
* https://bugzilla.wikimedia.org/36820 -- The first field on
https://meta.wikimedia.org/wiki/Special:NotifyTranslators should only
contain non-discouraged pages
* https://bugzilla.wikimedia.org/36821 -- Notification e-mail should
be more personal and specific
(1) Fix wording and parameters in sentence: "You are receiving this
e-mail because you signed up as a translator to [Your notified
language(s)] on SITENAME." (list of localised language names). If not
notified about all signed up languages, then only the matched
languages from Special:TranslatorSignup should be added.
(2) Change link part: language=FirstMatchedNotifiedLanguageCode. If
one is signed up for German, French and Spanish, and French and
Spanish are notified, then two links should be added in the e-mail;
one to French, one to Spanish (listed with * prefix?).
(3) Signature should be changed. Currently says "SITENAME staff". This
should be "SITENAME translation administrators".
* https://bugzilla.wikimedia.org/36822 -- Add timestamp to talk page message
The talk page message must be updated.
(1) Items from bug 36821 also apply. Additionally:
(2) For talk page messages, a timestamp should be added after
"SITENAME translation administrators".

signups from notifications
On Special:TranslatorSignup, users can sign up for only English, too.
That doesn't really make sense, but it's a valid use case. At least
then we know they cannot help in making translations :). However, it
doesn't make sense to ask them to visit something like
https://meta.wikimedia.org/w/index.php?title=Special%3ATranslate&taction=tr…,
as they'll get the message "English is the source language.".
(1) Translators signed up for a site's content language (or later
possibly the notified page's language) should not be notified. They
can of course get a notification in English for another language they
signed up for, because that's their primary language.

wikis in the wiki selector on Special:TranslatorSignup
Not sure if this should be a CentralAuth feature request going
something like "Add method to only deliver list of open production

sense. Special:TranslatorSignup currently shows a list with wikis with
