The tech news indicates we can press Alt+1 as a shortcut to insert replaceable variables.
This clearly does not work : I just hear a "beep" when I press it in the Translation editor, with my French AZERTY keyboard on Chrome for Windows. The shortcut is possibly not mapped (or the update still not deployed on Meta).
Such shortcuts interact frequently very badly with input method editors needed for some languages, so these shortcuts should be localisable too (this is not the case, the shortcut is apparently fixed). The Alt key is also not the one used on MacOS.

Yes, the patch doesn't appear to have been deployed onto Wikimedia wikis yet, but it works quite well on a developer version of Translatewiki — take http://dev.translatewiki.net/w/i.php?title=Special:Translate&group=core&filter=!translated&action=translate&language=jbo as an example and try pressing Alt+1, Alt+2, etc. on various messages.
As far as shortcut conflicts are considered, I believe that's the reason behind the removal of Shift+Alt+1, etc. as requested on Translatewiki — but you'll have to talk to Niklas (who's also CC'd) to this list about that.

If so, then that news should be listed in the future changes, not in recent changes, allowing further discussions and tests/fixes.

Hi again, this is just to let you know that after reviewing Bugzilla bugs and Gerrit patches that got fixed and merged since I last looked at them yesterday, I froze this week's issue of Tech News and published its final version at https://meta.wikimedia.org/wiki/Special:MyLanguage/Tech/News/2014/02.
Two messages have been updated since my original announcement: * https://meta.wikimedia.org/wiki/Translations:Tech/News/2014/02/29/en was changed to use future tense per Philippe's suggestion voiced on this mailing list; * https://meta.wikimedia.org/wiki/Translations:Tech/News/2014/02/31/en — the wording was changed from "some wikis" to "most wikis" per Nemo_bis's edit.

If you haven't yet updated or translated those messages, now will be a good time to do so. From now on, there will be no more changes coming.
