I want to confirm so I can use more correctly words for our wiki translation: That mean after 14 October, all the "NEW UPLOAD" photo in local wiki whichs only use GFDL will not allowed to move to Commons, but with ALL CURRENT EXISTS images which uploaded local still can move to Commons even after 14 October, because only "licensing date" is count?
Example: A file liscensed GFDL-only in 1 January 2017 still CAN move to Commons AFTER 14 October because the " licensing date" is before 14 October?
