I'm planning to send the newsletter on Monday afternoon (UTC), i.e. Monday morning PDT. The existing translations will be posted on the wikis in that language.
There will be a few more edits by Friday – I'm waiting for more information regarding a couple of things, and don't want to waste your time translating something I might need to change – but the existing content should generally remain fairly stable. It'll still definitely be shorter than last week.
Let me know if you have any questions, comments or concerns. As always, I appreciate your help and feedback.

The text of the newsletter is now final. Three new items have been added since yesterday. There won't be any more changes; you can translate safely.
One item this week is of extra importance, as it notifies editors that the wikis won't be editable for a few short periods of time. The link doesn't really go anywhere yet; I'll update it on Monday once I have compiled a good page to link to (e.g. https://wikitech.wikimedia.org/wiki/Switch_Datacenter#Schedule_for_Q3_FY2015... doesn't really explain much to the average editor; we need something a little bit less technical). There will be a couple of other items related to this in next issue of Tech News as well.

Thank you all for your help! It is deeply appreciated. The newsletter has now been delivered (in 17 languages) to subscribers across wikis.
(Because of some development today regarding the read-only mode during the switchover that's planned to happen on March 22 I made a last-minute addition to the English text, noting that it's possible it will be postponed to April 18 instead. I decided not to invalidate any translations, because I think you still had all the most central information there.
a) The most important part now is the test of the read-only mode that will happen this week, b) the item has a link to a page that will be updated when we know more, c) the plan is still March 22 and d) either way, we'll mention this in the next issue of Tech News too.)
