We plan to send the newsletter on Monday afternoon (UTC), i.e. Monday morning PT. The existing translations will be posted on the wikis in that language. Deadlines: https://meta.wikimedia.org/wiki/Tech/News/For_contributors#The_deadlines
There may be more edits by late Friday (PT) but the existing content should generally remain fairly stable. I will let you know on Friday in any case.

P.s. There seem to be some problems with the Translate tool at the moment. 1. You might need to refresh the page for the translation-memory to work 2. It might take a few minutes for the translation to appear in the <languages/> bar I've reported these problems to the Language Engineering team for them to investigate.
