According to the logs ( https://meta.wikimedia.org/wiki/Special:Log?type=massmessage&user=Johan+...), I attempted to deliver it using the main target list two minutes later. This seems to have had very limited effect. It's past 11 PM here, local time, so I'll ping someone else and if it's not solved by tomorrow I'll create separate target lists and try again in case it's related to https://phabricator.wikimedia.org/T232392
