I'm planning to send the newsletter on Monday afternoon (UTC), i.e. Monday morning PT. The existing translations will be posted on the wikis in that language.
There may be a few more edits by Friday, but the existing content should generally remain fairly stable. I will let you know on Friday in any case.

Hi,
I think you might use some combination of tvar and magicwords or templates for this kind of recurrent messages:
The [[$version|new version]] of MediaWiki will be on test wikis and MediaWiki.org from 6 December. It will be on non-Wikipedia wikis and some Wikipedias from 7 December. It will be on all wikis from 8 December ([[$calendar|calendar]]).
Clearly you just have date which will change, and those date and their locale representation could be embedded in a tvar, if I'm not too optimistic.
Thus the message would allways appear the same for translators, make a 100% match with previous translations, and so make translation a little bit faster and easier. :)

You're welcome. Also I just finished the Esperanto translation, but I don't know if there is a automatic deploy window by bots that I might have missed. Could you provide some hints on how it's treated?

Sure. I'll take this on the list rather than as a private reply, as I imagine it's a relevant reminder for everyone who translated Tech News.
There's no automatic deploy window. I (or someone else, normally User:Trizek or User:Quiddity if I'm unavailable for some reason) go through this process: https://meta.wikimedia.org/wiki/Tech/News/Manual#Distribution – which means it's not done exactly at the same time every week, but rather when I (or whoever is distributing it) have time to sit down and take care of it. As promised in the email I send out on Thursdays, I never distribute Tech News before Monday afternoon UTC. I have a list of deadlines here: https://meta.wikimedia.org/wiki/Tech/News/For_contributors#The_deadlines
The Monday 15:00 UTC (Monday 14:00 UTC during daylight saving time) deadline is when I solemnly promise all Tech News translators that their translations will be included in the newsletter – Tech News is never distributed to the wikis earlier than that. In reality, it will usually be a few hours later, and occasionally closer to midnight UTC if I have a very busy day and there's something I urgently need to take care of (but I normally try to avoid that, for my own sake if nothing else).
I tend to remove the deadline template the last thing I do before distributing Tech News (https://meta.wikimedia.org/w/index.php?title=Tech/News/2016/48&diff=1610...). If it's still there and you haven't seen the weekly thank you email on this list, the newsletter shouldn't have been distributed yet.
I should probably incorporate at least the link to the deadlines in the weekly announcement telling you there's a new issue ready for translation. Thank you for asking this question.
