Thanks, so I synchronized the captions’ texts with the subtitles’ texts,
and I improved the times for the captions (it’s still not perfect as I
don’t have good tools and I’m just changing/testing on Commons).
It’s here if you want to pick it for your language:

Hi everyone,
I'm not subscribed to translators-l, so I'm getting this from a

Hi,
In case I’d be doing something wrong: why aren’t the white subtitles
synchronized with the yellow subtitles?
To make a perfect sync takes extra effort and the captioning company
that I contracted with to create the captions did not offer a service to
sync captions to the already burned-in subtitles. I asked them to, and
the said that they couldn't offer the service and unfortunately, I
didn't have time to do it myself.
I'll also add that adding captions to a subtitles video isn't something
I like doing. I only did it because this video is in two languages and
if you happen to turn off captions, and there are no subtitles, then you
wouldn't understand half of the video.
I feel it’s a bit disturbing,
while the video is already very dynamic and there’s many things to
follow. Can I readapt the subtitles for my translated (French) version?
So to be clear:
Captions are metadata you can turn off and on
Subtitles are burned in text on the video
To answer your question - *Yes!*
I had a request from a Polish Wikimedian, and exported a version without
any subtitles or intertitles - the only text is credits and anything
that might be captured photographically:
https://commons.wikimedia.org/wiki/File:Wikipedia_-_FactsMatter_(No_subtitl…
<https://commons.wikimedia.org/wiki/File:Wikipedia_-_FactsMatter_(No_subtitles,_no_titles_-_this_version_is_designed_for_YOU_to_add_intertitles_and_subtitles_in_YOUR_language_with_video_editing_software,_and_is_not_designed_to_be_played_alone).webm>
Instructions for font sizes, style, et cetera are in the summary on the
video above.
This version has already been forked into two Chinese versions:
Traditional Chinese
version:
https://www.youtube.com/watch?v=N4qzxXYn8jU&feature=youtu.be
<https://www.youtube.com/watch?v=N4qzxXYn8jU&feature=youtu.be>
Simplified Chinese version:

<https://www.youtube.com/watch?v=xayi7ahCnzY>
The Wikimedian used a proprietary program called screenflow to add the
subtitles and intertitles precisely.
Well, I really like the video, hoping it’ll make people reflect about
the role of Wikipedia in an informed world. I might use it for some
sceptical friends, to show that WMF people are able to do high
quality work.
All the best and possibly happy festivities for those who have,
Sylvain
:)
Also I'll say thank you to everyone who translated captions so far! I
just migrated 8 finished languages to the YouTube account:

Can anyone do an RU or PT translation?

Hi everyone,
We just published our year-in-review video,
*Wikipedia: #FactsMatter2016*
Wikimedia Commons:
https://commons.wikimedia.org/wiki/File:Wikipedia_-_FactsMatter2016.webm

If you can, please translate the captions on commons. Once I have
enough
languages translated there, I'll migrate them
to YouTube and Vimeo.
Tomorrow morning (EST) we will be sharing this video to our
Facebook and
Twitter channels.
