team of architect of a strategy for the movement
team which produce a startegy architecture for the movement

It's more of the former. I've tried to remove that confusing wording everywhere I could. It seems it's still on https://meta.wikimedia.org/wiki/Strategy/Wikimedia_movement/2017/Team but there is a new version of that page that should have been posted. I'd recommend waiting for the new version.
