We're still planning to send it on Sunday (in 3 days), but since there is already some stable content, we thought it would help translators if the page was set up for translation early. This is a follow-up to recent discussions on this list about how to better balance translations and timeliness of the newsletter; I hope it helps.
The content will be frozen on Saturday evening, as the last time, and it will be possible to continue or edit translations until Sunday evening. The translations that are complete or mostly complete will be posted on the wikis in that language.

Hi community, this is just to let you know that, following Guillaume's e-mail from Thursday, we worked a bit on the newsletter this evening and have published its final version at https://meta.wikimedia.org/wiki/Special:MyLanguage/Tech/News/2013/26 .
I added two new messages (one about .flac support in TimedMediaHandler, and the other about ULS deployment phase 3, and also added a forgotten link to one message without invalidating your translations); there will be no more changes coming.
As usual, we will be sending out the newsletter to the subscribers in around 24 hours. Again, thanks so much for your involvement—I greatly appreciate your work.

Thank you for your efforts to prepare most part of the letter earlier in the week. I think this staged process is working better than one-shot publication in the last minute or unpredictable gradual changes.
