There's no automatic deploy window. I (or someone else, normally User:Trizek or User:Quiddity if I'm unavailable for some reason) go through this process: https://meta.wikimedia.org/wiki/Tech/News/Manual#Distribution – which means it's not done exactly at the same time every week, but rather when I (or whoever is distributing it) have time to sit down and take care of it. As promised in the email I send out on Thursdays, I never distribute Tech News before Monday afternoon UTC. The Monday 15:00 UTC (Monday 14:00 UTC during daylight saving time) deadline is when I solemnly promise all Tech News translators that their translations will be included in the newsletter – Tech News is never distributed to the wikis earlier than that. In reality, it will usually be a few hours later, and occasionally closer to midnight UTC if I have a very busy day and there's something I urgently need to take care of (but I normally try to avoid that, for my own sake if nothing else).
I tend to remove the deadline template the last thing I do before distributing Tech News (https://meta.wikimedia.org/w/index.php?title=Tech/News/2016/48&diff=1610...). If it's still there and you haven't seen the weekly thank you email on this list, the newsletter shouldn't have been distributed yet.
I should probably incorporate at least the link to the deadlines in the weekly announcement telling you there's a new issue ready for translation. Thank you for asking this question.
