As part of fixing the bug: Translation Notification Bot sending the same message multiple times to every translator https://phabricator.wikimedia.org/T144780, we've made several improvements to the extension,

* Improved logging. * Moved bulk of the processing code into a background task. * Using the MassMessage https://www.mediawiki.org/wiki/Extension:MassMessage extension to send out the notification to user's talk page.

For a detailed list of changes made, please go through the comments on the task. All the latest changes have been deployed on the wikis.

We would like to encourage translators to test this functionality carefully, and report if its working as expected or if they encounter any issues.
