Thanks Brion, the database option may be the best for us as I don't really
want the support hassles of people changing the defaults. Do you know if
there's a data dictionary I can reference for the preferences blob, or
should I just examine the code (any idea which script file to look at)?

In 1.4 you can override the defaults in $wgDefaultUserOptions. This (or
the defaults in Language.php) will be used for those not logged in and
newly created accounts.
You cannot override users' actual settings unless you go through and
change them in the database or change the User code to discard certain
fields.

I'd like to enforce preferences for my user base - for example the template
used & the areas searched in (I need to include Images in the default
search).
Is there a way of changing the default and/or changing preferences across
all the userbase? I assume I could use a MySQL call to change the blob the
user settings are stored in for each user. Is there a data dictionary for
the database?

Now I understand what you want. There isn't any way to do it without
touching the code. These are the relevant lines from Parser.php:
if( $doNumberHeadings || $doShowToc ) {
$tocline = $numbering . ' ' . $tocline;
...
}
Since $doShowToc will be true, you'll always hit that middle line.
Also, the numbering is attached with the same style as the text, so
there's no way to hide it with CSS. The smallest change you could make
to the PHP-file to do this is to comment out the middle line above.

"Auto-number headings" applies to the numbering of headings within the
body of the article (as I just discovered by enabling it). What I want
to be able to do is disable the auto numbering of table of contents
entries in the table of contents that appears at the *beginning* of the
article.

I have found the function (I think) in parser.php that takes care of
the numbering, but being nonconversant in PHP find myself unwilling to
make changes there. I imagine there must be some flag I can set in
LocalSettings.php that would do this, but I can't seem to find where it
might be in the documentation.
Is there a way I can do this, without hacking parser.php?

I found that there are too much specific terms marked as open entries,
without which a Wikipedia topic would not be quite comprehensible, while
adding them to the Wikipedia would violate the non-dictionary rule. On
the other hand, the terms are not fit for the general Wiktionary. The
only way out seems to be a new open encyclopedia project, let's call it
Indopedia, which should combine the characteristics of both encyclopedia
and technical dictionary, plus the specific features of a standard
Indian kosha (containing excerpts from original texts).
Starting the Indopedia from the scratch would be the best approach as
far as methodology and representation are concerned, but we will lose
the rich Indological content provided so far by the Wikipedia authors.
My question is:
Is there a way to extract all Indology-related articles from the current
table and use them as the content-basis for all future editing and
writing activities of our editors, provided this does not contradict the
GPL license.
