To support and add to Kerryn's message, my understanding of the way grants from the Wikimedia Foundation work is that community members can apply for them at any time; i.e. you don't have to wait for a chapter to form. Especially with the support of allied organisations (The African Commons Project, Wits, UCT, etc.) a project like this could happen any time you want it to.
