Changed the subject line again.. ( Subject deviation again :) )
Hi Praveen, May I ask , what is not really clear about the chapter ? Wikimedia India chapter is registered now as a legal entity in India [1] in Jan 2010 ; there is an Executive committee with 7 members , the office bearers are [2] Arun Ramarathnam, President ; BalaSundaraRaman Lakshmanan, Secretary ; Arjuna Rao Chavala, Treasurer etc
May be it is time for the chapter to open up the membership to the community?
or even making the agenda & meeting minutes of the Wikimedia India chapter EC available to all like the Wikimedia Foundation Board [3] ( so that these confusions to "common Wikimedians" can be avoided) ?
If there are still any misunderstandings/unclear things, the EC members must be happy to answer them.
I'm all excited to see the Wikimedia India chapter getting more active and the chapter & community working closely in the coming days.

Thanks Gautam , Would it be a good idea to record the Agenda & MoM of the EC meetings ( & hopefully previous ones, if there are ) ? That may possibly help the community to be in sync with what the chapter is thinking & planning.. and important decisions that are taken. Thoughts ?
Not sure, whether there is a possibility of an annual meeting within this financial year as articulated by MoA.
One person raised a question to me privately, I thought it might be good to ask here, that whether the current term of office bearers like President etc and EC members starts from the date of approval of the chapter or registration date of the chapter in India ?
Last year 2010, Arunram & Hari Nadig represented India at the Chapter committees in Berlin , as chapter to be. It will be a proud moment as we are representing us as an official chapter for the first time, this year. Was wondering if the community has some expectations on this. Thoughts?
Congrats and best wishes to Anirudh who is representing India at Frankfurt, Germany on the movement roles Project http://meta.wikimedia.org/wiki/Movement_roles_project
As we wait for the announcements of Wikimedia Foundation office in India & National Program Director, I believe 2011 will be a great year for the Wikimedia India movement.

Dear Tinu and Jayanta:
Thank you very much for the ideas and suggestions.
The minutes and resolutions should be part of the public record.
As much as I think it would be nice to have an AGM this year, there is a good chance that we will get out PAN/Bank Account etc. too late for this to be possible in a meaningful way with a significant general body. What might be a good idea is to have an EC public meeting of some sorts some time soon?
As for the term, I think it runs from the date of the first EC meeting post registration but will check.
A thought was maybe we could create a new page on http://wikimedia.in/ and start to fill in the what the community thinks the role of the EC ought to be and use that as a starting point for discussions?
Thank you.

I believe I've sent a couple of mails on this matter. And on a quick search I found my last query is not answered :(
BTW don't interpret my queries as I am a candidate for membership. I do not and will not want any kind of membership there, I've my limitations. But I want it open, I want clear communication, I want answers, I want a clear view of Its procedures and actions. And I am certain that we need more "ground based" members, who can effectively communicate common users and holding wiki ideology.
I expect encouragements from a "chapter" and "its members". But I found no encouragements but teasing from that side in the parent thread. I'm sorry If I hurt anyone; But I really have to ask my doubts, I am an Indian Wikimedian :)

In that case what was the urgency to such a premature creation?

I believe I am clear above. May I know how you are connected wikimedia communities? I don't understand that how a man reluctant to edit wikies (UL http://meta.wikimedia.org/w/index.php?title=Special%3ACentralAuth&target=GKJohn) is so passionate to lead other users from WMIN.
Dear Praveen:

I don't quite understand - urgency? One can only find one's feet after the body is created, right?
I believe I am clear above. May I know how you are connected wikimedia communities? I don't understand that how a man reluctant to edit wikies (UL) is so passionate to lead other users from WMIN.
Fair criticism Praveen and you aren't the first one to ask either. Wikimedia, to me, is larger than the just projects and embodies philosophies and ideals that I find very dear. Much of my work revolves around these ideals and you can read some of it here: http://creativecommons.org/weblog/entry/24780
I have no desire to lead but one to bootstrap a body that is supportive of the community - of all of you. I am immaterial in the larger scheme of the things and the Chapter should and must be a reflection of the community.
Thank you.

I feel I am keeping myself here without any bruises, even against chapter members, challenging their credibility and ability. For me it is good; but for a community it is bad. That explains a lot. :-( (BTW where is president and some other members of chapter? are they members of this list?)
I rmember I asked about chapter's future plans in one of the other threads, but still no answer. Is there any basic ideas about future activities? Where I can find them? May I know, whether asking idea is the basic idea? :) (I dont think it is bad, but a chapter need atleast basic line up. don't give MoA link, I've seen it many times :D)
For eg, in commons many images originated from India are deleted or waiting to get deleted, just because no source available saying it is in PD. Chapter can initiate a project to find PD images from India. Any member can find many such issues, if they are wiki-rooted.
I didn't said I am an 'idea'(l) man. I tried to say, lack of openness of chapter, non-supportive character and credibility doubts of members of chapter. (I got one more, I think.)
For now I said enough. I don't want to start this from very beginning again. I hope "chapter" will take appropriate measures to erase any doubts of users.
Thank you.

Praveen, http://wikimedia.in/wiki/Main_Page is the place where chapter activities are discussed. By the way, the chapter doesn't mean just the EC, it'll include all volunteer members once membership can be opened. Please also remember that the chapter has come into existence only on Jan 3, 2011 and we have had only one meeting so far. We've tried to communicate as often as possible with the wider community through this list and the wiki, but more can be done certainly.
Following is a list of activities (compiled by ArunRam for an internal discussion) of the chapter prior to registration (which itself turned out to be a huge exercise):
* We have a open mailing list people can write to. It has started to work well. As an example we received an email from community this morning. * The EC members are now responding to queries or comments that come up on the Foundation and India list. * The Wikimedia. in is up and running. You may have noticed EC members beginning to encourage community to use this organize their events. * We have an established internal wiki where our meeting minutes are published, EC project plans drawn, contact repositories being built. * As a team we have learnt to work with each other and understand our complementary skills, we have evolved mechanisms for decision making, rapid actions and dealing with conflict openly and objectively. (To me these are important steps that make effective teams) * The EC team is paying attention to the OTRS lists. Anirudh is taking the lead here. * The EC has been engaging and met community in some cities (Bangalore, Delhi, Mumbai). With grant support form Barry we will be able to do more face to face meetings to build traction. * Sundar and Arjuna are engaging with Google. I am engaging with CDAC. HPN with Knowledge commission. Anirudh and Srinivas are bootstrapping communities in Ahmedabad and Indore. * Arjuna and Anirudh participated and manned stalls at Foss.in along with community (Arun Ganesh). * The EC members have now taken it on them to participate and speak at external forums to spread the word about wikipedia and wikimedia: Gautam spoke at a conference, Arjuna spoke at a international conference in Delhi on localisation, Srinivas spoke at a conference in Bangalore, I spoke at a conference in Bhopal organised by the MP government. * Chapter teams attended meeting with Barry when he was in India and attended a few meetings with Eric and Danese. HPN and I were present for the Jimmy visit. * Gautam and I have been persistently following up with regular follow-up visits to the registrar to close out the Chapter registration. Yes, it has been painfully slow due to government bureaucracy. * Chapter EC members have also actively helped run meetups and academies in cities - Bangalore, Kannada meetup (held recently), Delhi meetup 2. The many Academies that Arjuna has helped with. Individual chapter members co-ordinated many of the hugely successful WP Ten celebratory events across the country recently. BLR (Arun, Gautam, HPN, Arjuna, Srinivas and me), Indore (Srinivas), Delhi (Anirudh), Mysore (HPN), Because of the delay in registration, we have not put these activities under official chapter functions so far. There are so many other examples of such activities of individual members. See http://strategy.wikimedia.org/wiki/Special:Contributions/Sundar and Anirudh's participation in the movement roles' project for example.
That said, I agree that we should have better and more frequent communications in the future. Hopefully, we can all do that with more support from community members.

Here's a small suggestion, which you should ignore if you like. Personally, I'd love if the chapter would post photos of its Executive Committee members on the site here: http://wikimedia.in/wiki/Executive_Committee_Members. I think I've probably met half of the Executive Committee members over the years, but it'd be easier for me to mentally keep faces attached to names if there were images on the wiki.
Feel free to ignore that, if it'd be a hassle.

That is an excellent idea, Sue.
But I believe the site , as of now, doesn't allow file uploads. Time to move to Wikimedia servers, so that commons images can be reused directly?
Will also help if we are hosting our future India newsletters on wikimedia.in ...
I have also added the office positions, per MoA , to http://wikimedia.in/wiki/Executive_Committee_Members. How about a short bio like foundation website on Board members & Adv Board members ?

Feel free to ignore that, if it'd be a hassle.
Thanks, Sue

Enabling Commons images for a MediaWiki installation is very simple. I thought many in the list know about this. Malayalam wikimedians have implemented this feature in their community website (http://mlwiki.in/wiki/) sometime back.
To enable commons in our private wiki, just add the below code in the * LocalSettings.php* file
*$wgUseInstantCommons = true; *
This feature is called *InstantCommons*, and many of us are using it. See more details at

Hi Jyothis, AFAIK, this MW is privately hosted by a chapter exec com member on his personal webhosting, as of now. Enabling file uploading is costlier, hence probably. My suggestion is to move it to the Wikimedia servers ( like some other chapters), so that we needn't worry of server space, bandwidth & security ( at least until the chapter is rich enough to do so) ...

That would work, but depends upon how you wish to move (completely managed Vs just availing space and bandwidth, but server managed by chapter) to the foundation servers. if chapter staff is going manage the installation (and not foundation), someone still needs to set it up correctly.

Praveen,
Forgot to answer one of your questions:
Nos of edit is not criteria. The chapter created as society so there must be voting system. So not worry!!
Then what was the criteria?
While there's no hard criteria that I can give, http://meta.wikimedia.org/wiki/Guidelines_for_future_chapters#Contributor_in... gives the guidelines: As specified in the requirements, involvement of contributors to the Wikimedia projects is essential to the grounding of a chapter. However, it is crucial that each chapter remains an entity separate from the Wikimedia projects. Chapters are independent organisations that group users of the Wikimedia projects, regardless of their number of edits or roles within the projects, as well as friends and supporters of those projects. Founding a chapter with "all the admins" in the projects, or "only active contributors" is the wrong way to go. It is possible that people who are not active contributors will be interested in the real life commitment to the Wikimedia movement that chapters enable, while others who are active contributors will not see the necessity for a chapter. Make sure the balance is kept between who is part of the chapter and who is not. The Wikimedia projects are not the chapter's playground and the chapter should never confer to its members a position of specific power within a Wikimedia project.
I think there was a discussion on this earlier and Achal or someone gave a history of how the people came together for this. If anyone can locate the thread on the list archives, please share. http://meta.wikimedia.org/wiki/Wikimedia_India_chapter#Background_and_Progre... captures parts of it (and the earlier unsuccessful attempts).

Thank you.

Dear Praveen,
I think I am missing some of the points here.
Can you please put up your ideas and give some examples so that people here will get some more clarity.
As you mentioned, things are "fair but not enough" please put up your ideas so that things will be "enough and more"
All of us can think and work in achieving it..

Dear Praveen:
In that case what was the urgency to such a premature creation?
I don't quite understand - urgency? One can only find one's feet after the body is created, right?
Sorry, I think a concrete foundation is necessary to create a body.
Thank you.
Fair, But I think not enough :(
