It make sense. When I try to map .php to an executible path, the popup
window gives me three choices: "php.exe", "php-cgi.exe", and
"php-win.exe".
Since I was not sure which one to pick, I searched the internet and found a
document suggested to use "php5isapi.dll". So I mapped to it. Maybe that
is causing my problem?

That is ASP that serves those pages, not PHP. The reason why you are
getting save or open is because the server doesn't know to open those
pages, so your computer is asking what to do with a file with a .php
extension.
Can you check one more time?

Sounds to me like PHP isn't running. Double check IIS to be sure that
it's running.
