There is a "What links to here" in the menu box if you view a template, but
I am not sure you can (easily) embed that into an article.
And I am not sure it is possible to do sorting (show the 10 most used
templates) etc.
So, I do think at least for the display issue you need an extension.
Have you looked into SemanticWiki? It might do this and even
more, by not just assigning "tags" but also give them meanign like "is-a:
color", "is: red" etc.
