I have not seen this being announced on the language wikis or email lists. There may be people who may have most skills but may not be active on English mailing list and you may be missing them.

Thanks for the heads up Arjuna and Vishwa. I hope at least now A2K will take this seriously!
I've been meaning to tell the same again as I had already told the same when i met Vishnu and Subha in CIS few days back. It may not help getting you a better consultant, still you should notify all the language communities on-wiki. I think many are not subscribed, and many don't follow up regularly.
Vishnu, just calling and meeting volunteers is not going to help you or the community much unless you consider their views.
It's been a while I'm emphasizing on on-wiki notification and communication, but it doesn't seem you care much. Is it so because i'm telling ? Should i just shut up ? You can tell me on my face.

Ansuman,
I hope some civility would showcase the Indian Wikipedia Community in better light.
CIS-A2K is an independent organization / programme. We can at best place requests but definitely cannot order them around. If you have any question about their efficiency, please report it to the Grants making committee or wherever it is appropriate.
As far as I have observed, CIS-A2K has been good at being transparent and informing the community.

I hope only civility would showcase the Indian Wikipedia Community in some way! I'm not showcasing the Indian community, neither i'm saying anything on behalf of it, nor i represent it.
CIS-A2K is an independent organization / programme. We can at best place requests but definitely cannot order them around. If you have any question about their efficiency, please report it to the Grants making committee or wherever it is appropriate.
I know what is it. I don't think i ordered anything to anybody!! First i said "you should", then "do it" It's not the same. It's not something i want, it's their initiative, they started the discussion. They are not doing it in the proper way, three people including me suggested that. Still they didn't consider doing it on their own. Then i said what i had to say. Now you teach me "civility"!! Even if i was uncivil, i think they deserve it.
If you really support A2K, support it when it needs. Not like this. And I could say the same to you: "If you have any question about my concerns, please report it to wherever it is appropriate."
As far as I have observed, CIS-A2K has been good at being transparent and informing the community.
Your observation alone, or my observation alone not going to make any difference.
I don't understand, why people try to change the topic unnecessarily!? Nobody needs to know whether or not i'm being civil. Please stick to the main issue.
Cheers

Ansuman,
I know veteran Wikipedian volunteers (and previous organizational efforts) who got got burnt out precisely because of this approach and attitude from some in the community. Asking for accountability and transparency is good but that should be done without burning bridges.

Dear Anshuman,
I don't know you. But one thing I would like to share that people WILL teach about civility if you will behave in uncivil manner. I do find your words and tone uncivil.
Whatever you want to say, you can always say it in better ways and believe me, it always increases chances of getting your point accepted.
But using uncivil way of communication is such a bad thing that after a limit people will not listen to you at all.
In short, kindly behave!
Thanks.

Hey, I am a newbie to Wikimedia-India. I have been working with the Wikisource community since my GSoC intern started. First of all, I think this project is a really nice opportunity to increase our visibility.
I also request Ansuman to be a bit more civil. Being nice and respectful doesn't hurt. Such kind of behavior is not acceptable in a mailing list where everyone is volunteering just out of interest. Also, in the 10 months that I've been with Wikimedia, I am yet to see such rudeness on the mailing list.
Cheers, Aarti

Dear All,
Can we please stop this conversation now? It has been long since any more accusations are made, but lately we have seen rather far many advises here. If these words came in-time, they would have served the purpose.
There is no point in keeping this conversation alive forever.
Have a festival spirit and lets get back to our normal lives.
Happy (belated) Diwali and Happy (Gujarati) New Year!

You should notify the language communities on-wiki before at least 7 days to the last date to apply. If you can't follow the common practice around here on-wiki, you shouldn't do that.
Why one need to tell you these little things, which should come usually. You need to spend some time on-wiki as it required first, before you do the job. People will follow better. And there won't be complaints like this. And there won't be people, arguing unnecessarily, telling each others to behave, and be civil. Thanks everyone for your time.
Ansuman

//The last date to receive the applications is November 1, 2013. Applicants are requested to use the subject “CCC at A2K” while submitting the application
Shortlisted candidates will be interviewed either remotely or in-person. Only short-listed candidates will be informed by e-mail about the interview by November 5, 2013.//
I agree with Ansuman that this is a very short notice. Especially, when people are in holiday for Diwali.
Is it possible to extend the final date for submitting applications? I hope this can be flexible.
Ravi
Surely. We were looking to extend the date until November 5. Will be sending a mail on this shortly.
