Have you set $wgLocaltimezone ? what timezone is displayed when you save a page with ~~~~ ?

The timezone in the php.ini file is by default. So i have changed nothing.
Then odds are mediawiki is showing times in UTC see http://www.mediawiki. org/wiki/Manual:Timezone
