I would assume so since I can't seem to find anything on forcing internal links to open in a new tab. The other solution would be to write some JavaScript that does it and add it to the common.js.

For templating if you need to treat internals as externals you could wrap the urls in fullurl or canonicalurl function. see: https://www.mediawiki.org/wiki/Help:Magic_words section:URL Data.
