My current wiki uses categories extensively to organise images. However, if the number of images in a category exceeds the page limit, then the subcategories of that category will not appear on the first page of the main category. Example here

In order to get the subcategory list to display, you have to go to the second category page

I should mention that the main category is itself a subcategory of another category, in case this might be affecting things.
Is there a resolution to this issue? Some magic word that can be called?

Seems a bug to me. Subcategories should all be listed before other contents (using a different pager if needed). Related to bug 1211 https://bugzilla.wikimedia.org/show_bug.cgi?id=1211
