By enabling "user js", each user can have their own page of JavaScript
functions (User:Foo/monobook.js, where "Foo" is their username and
"monobook" the skin they use) called on every page view; these could
easily be used to add some buttons to the edit toolbar. See

Alternatively, a menu of page templates that people
can use to create new pages would work.
