That means the latest version in CVS, so no, it doesn't work with
1.5rc4. Incidentally, for extensions, you copy the extension file into
your includes directory, then add a line to LocalSettings.php, e.g.:
// Initialise CharInsert extension
include('includes/CharInsert.php);
Which then "installs" the extension file.

I've written an extension that works if you're running CVS HEAD
(although you can backport the necessary hooks) that allows you to add
per-page CSS to any page with the a <css> tag, the extension is in
PageCSS/PageCSS.php in the extension module in CVS.
