Maybe I can give you a first steps help :
A. Usual steps to create a new skin : (cf.

1. go in your yourwiki/skins directory
2. make a copy of the monobook folder and of the monobook.php file.
3. rename those copy as you wish (e.g. : rename the folder skinori and
the php skinori.php
4. in the skinori.php file, change all the "Monobook" into "Skinori"
and
the "monobook" into "skinori" (but let "wfRunHooks(
'MonoBookTemplateToolboxEnd', array( &$this ) );" as is, I don't know
what it is, but it wasn't in the 1.5.x monobook.php, it's only there
since 1.6.x)
B. add the skinori css particularities
1. go in yourwiki/skins/skinory directory
2. open main.css
3. *at the end of the file*, simply paste the code from
http://en.wikipedia.org/w/index.php?title=User:Stevertigo/monobook.css&…
n=edit
You should get something that ALMOST look like the Stevertigo skin. (a
kind of monobooskinori skin)
The problem is that the Stevertigo css classes (.something) and id
(#something) are not the same than in the monobook (for instance the
navigation is #p-navigation in monobook and #p-nav in skinori ). (I
don't know why he did this, but there must be a reason).
Therefore, you should adapt the css classes and id in the
skinori/main.css file (change all the #something and .something to be
the same than in the skinori.php file) (e.g. change #p-nav into
#p-navigation)
(but it looks like it's a big deal, so you should wait for someone else
to confirm this or you should ask on
http://en.wikipedia.org/w/index.php?title=User:Stevertigo talk page)
Then, you should also look for the "doublon" (e.g. : #footer is in
described the original main.css file AND in the Stevertigo css, you
should keep only what you want in both of them) (the goal of this is to
reduce the size of your main.css)

just sends my layout hinky.
Someone else suggested replacing the contents of the main.css file in with
the contents of the monobook.css file, but this drove the layout nuts.
Also,
wherever I placed the .js file, it had no effect.
