If you want a user to change how they see all user pages, you could just add
to their
wikiname.org/User:USERNAME/monobook.php something like:
.ns-2 * #content {
background: #HEXCOLOR;
}
I realize that this is not exactly what you are asking for, but it is simple
and clean if having it the background being different on any page in the
user namespace works for you.
