Also, if you now have the LDAP plugin enabled, you either need to
disable it until you promote a user who is in LDAP, or turn on
$wgLDAPUseLocal until you do so.

Not the same account. The credentials specified in
LocalSettings.php are used when connecting to the database.
You need to log in with the administrator username and
password provided during installation.
If you've forgotten the username, you may be able to recover
it from Special:Listusers. If you've lost the password,
Google for "MediaWiki password hash" and see what turns up in
the way of help on resetting it. There's also a maintenance
script to reset passwords, IIRC.
