Existing users will have had their skin preference set to the default
as it was when their accounts were created.
You could attempt to use $wgSkipSkins[] = "monobook"; in
LocalSettings.php, which should force MediaWiki to not recognise
MonoBook as a valid skin, and so fall back to the default, with luck.
Otherwise, check the maintenance/ directories in Subversion trunk;
Hashar added a script which allows changing user preferences.
