New users can go into a group that has read, but not edit permission.
You would then change their group membership to a group that can edit as
part of the registration process. Adding some code to shoot off an
email upon user creation shouldn't be too difficult.

I have a site running with the only-few-pages readable default user perms,
but also experimented with the read-only perms for default users with an
editors group, and it worked fine as expected and stated above.
I have no adivce about an automatic email on new registration 8-)
