[MediaWiki-l] Advice on how to set up the wiki?

Hi,

I'm pretty technically savvy, but not a developer. Is the platform supposed to be downloaded to a server in order to set up a wiki? There don't seem to be steps on the website for non-developers to use to set up a wiki.
