The embed tag is probably off the list because not of flash movies,
but of other embeddable objects.
Flash could be discouraged on a wiki for a number of reasons:
-Format not open (proprietary)
-Can be a major bandwidth hog
-Can do things on a web page that almost everybody (except the guy
that but it there) would find at least distracting and at most
offensive or illegal.
-Requires a plugin to use
There are probably a few ways to put it in a wiki:
-Add swf as an uploadable file type and include it as a
[[Media:foo.swf]] link (an Image link probably will not work)
-Rewrite the parser to allow the <embed> tag
-Enable the <html> tag and use an <embed>
