Yes, I've noticed this, and I believe I've always been able to notice
any important changes. Is there a preferred way to stay on top of these
changes?
Reading the RELEASE NOTES file ought to be sufficient. For cases where
there are developers who don't update them, or who do so in
insufficient detail (naming no names), a glance at the SVN commit log
if something seems to have gone wrong might help.
