One way (perhaps "the wiki way") to get out of this is to split
the long pages into smaller ones, and optionally present the whole
collection as one page with {{includes}}. This is how it works at
http://en.wikipedia.org/wiki/Wikipedia:Village_pump_%28all%29
where the contents looks like this:
=News=
{{Wikipedia:Village pump (news)}}
=Policy=
{{Wikipedia:Village pump (policy)}}
=Technical=
{{Wikipedia:Village pump (technical)}}
Edits of subsections will take place in the indivudual chapter
pages, so two users can edit different chapters without conflict.
