I switched to rsvg, and I notice no difference. I tried deleting the previous
PNG created by ImageMagick, but although it's being served by the server, I
can't find it in the directory:

Ideas? This seems strange that I'm having so much trouble with images. Is it
caused by me configuring things incorrectly, or is it just a quirk of my
server? Here's my localsettings.php:

Great. So the culprit was imagemagick. You can try to update ImageMagick
to a newer version with better SVG support, or try using a different
tool (such as rsvg) for SVG->PNG transformation.
