Yes, I did both and it still gives that error message.
Brian made a suggestion on the patch itself, and I am going to try that in
a few. I will report back as to whether or not that fixes the issue.

Have you done `composer install` in directory of mediawiki and the
extensions? That should fix it. Sometimes `composer update` is needed if
you already did it but rather some time ago.
