Hi Jeremi,
1. Access the developers tools of your browser (CTRL + SHIFT + J for
Chrome, CTRL + SHIFT + I for Firefox for example).
2. Go to the console tab.
You could there have an issue with some JS. If any JS produces a fatal
error, your browser won't execute other JS code.
If you have something:
3. Append ?debug=true to the URL
4. You can now browse the error in a non minified version and see what
causes the error (an extension, a gadget, your JS user personal code
or MediaWiki:Common.js for example)

I’ve installed Flow and it seems to load fine in the Special:Version page. When I go to a
talk page, I see the “Start a New Topic” and the " About this Board" sections
but it’s all grayed out and the mouse cursor stays in loading mode…
