What special version of mediawiki is wikipedia running?
And is it generally useful to use the development version of mediawiki instead of the official stable releases?

No, not generally recommended. It could be that it didn't work in 1.16. But in this case, a) The UsabilityInititative extension has got a lot of work  b) Wikipedia is running a version quite similar to 1.16 c) 1.16 had that nasty bug
