I added that to a list of things to fix.
Im wondering if some of the information like name space can help with
this.
But it was just a proof of concept. Ideally, something like this would
be build in at the core of mediawiki.

I broke it :-)
I edited the amain page to add a template {{Categorytest}} that has a
category [[Cat-test]]. That category shows in the "deletable" list.
You can pseudo-delete it, but watch what happens when you click
save...
You can probably filter out categories from some templates, but not
when they are in <includeonly>, or constructed from template
parameters.
