I have a question about assigning permissions on a wiki. We want to
give some people administrative powers, others editing, and everyone
else, read only. How is this done?

the prettytable style class is not part of the default skins AFAIK.
You have
to set it up yourself in MediaWIki:Common.css
Try adding something to that file like:
.prettytable, .prettytable table
{
border: 1px solid rgb(176, 196, 222);
border-collapse: collapse;
font-size: 95%;
margin: 1em;
background: rgb(255, 255, 255);
}
.prettytable table
{
margin: 0;
}
.prettytable td, table.prettytable th
