was thinking of a banner with two parts so that the empty space in the
middle could stretch.

Have it use a completely flexible width and use something like centring
to ensure that it is lined up for any width. People today are using
everything from under 640 to 2500+ pixel widths and that is just
consumer grade monitors. Mobile phones and various handheld devices are
even smaller.
