have some information on upgrading old versions. Ordinarily you can just
upgrade directly to the latest stable release, but you could do the upgrade
to 1.5 first, since that part is probably the most likely to break.

I did a test run of 1.3something and 1.4 MW databases up to 1.8 and
1.9 about 18 months ago, and they didn't make a one-step upgrade
cleanly at all. I doubt it's cleaner going further to 1.13
I was advised at the time to try going to 1.5 and then from there try
the one-step. That eventually worked.
#$@$% customized intranets with #@$@$ local extensions that aren't upgradeable.
