I'll answer my own post.
My problem was in ParserFunctions. For some reason the SVN was pointing to a
branch of extensions below the 1_13 release instead of:
http://svn.wikimedia.org/svnroot/mediawiki/trunk/extensions/ParserFunctions
Switching SVN to that version of ParserFunctions seems to have removed the
error.
