It's a Wiki error, and can be customised by editing
[[Mediawiki:badaccess-group0]] (editing Mediawiki pages is restricted
to sysops by default). That error means you aren't in a group that has
permission to do the requested action - in fact, I think that specific
message means there are no groups that have the required permission.
As far as I know, sysops can undelete pages by default, so I expect
you've removed that permission from them in LocalSettings.php and not
given it to anyone else.

I did two mistakes :
1. I re-initialized the array $wgGroupPermissions in LocalSettings.php,
2. I thought the permission name was "undelete" and it was not
(by the way, I still do not know which name it is.)
