There doesn't appear to be a Tagalog messages file in the software at
the moment, which means that it's not in use on that site - rather,
there's a Tagalog language edition of Wikipedia, and the local sysops
have customised all the UI messages; see

On second thought, I don't think this explains one thing:
If you sign up for an account at
tl.wikipedia.org and then choose
"Preferences," you can find Tagalog in the list of languages. I don't
suspect simply editing the messages would cause Tagalog to appear in
this list, correct?
