I pasted the security definition you provided on my wiki. It worked
and resulted in this:

Define la seguridad por Defecto
* read: allow all.
* write: allow csi.
From the select of the security_definition_items table
we can see
there is only one row when there sould be two. This may have been
caused by a bug on the program logic or by some difference in behavior
from MySQL to PostgreSQL.
We can try to put some trace in the source code to see if it is
detecting and saving the second item. But first, if possible, I think
it would help if you could post a log of what happens when you try to
SAVE the security definition, i.e. a log with the DELETE and INSERT
operations that take place in the security definition tables, and
specially if there is any error messages from the database server.
