Regular ASCII apostrophes and quotation marks or curly "smart quotes"?

Did you select the *exact same* database character encoding options when
you upgraded?

Compare your old and new LocalSettings.php files and confirm that
$wgDBmysql5 is set the same way (both false or both true).
