You can obtain the extension file from http://cvs.sourceforge.net/viewcvs.py/wikipedia/extensions/Newuserlog. To install it, place it in the MediaWiki extensions directory, then add the following line to LocalSettings.php, above the closing ?>
require_once( 'extensions/Newuserlog.php' );
